Billy J. Carter, 71, of Ashland, IL died Monday, February 20, 2023, at his home. He was born April 26, 1951, in Washington, D.C., the son of Malcolm and Eloise (Layton) Carter. He married Ann Ratliff on March 28, 1992, in Ashland, and she survives. He is also survived by his two children, Alex Carter and Cheyanne Carter, both of Ashland; one sister, Betty Jo Stock of Rushville; and one brother, Jimmy Carter of Springfield. He was preceded in death by his parents, one sister, Charlene Carter Rycyk; and one nephew, David Stock. Billy enjoyed attending flea markets and camping. Cremation rites have been accorded and a private Celebration of Life Gathering will be held by the Carter family. Memorials are suggested to the Animal Protective League of Springfield. The Buchanan & Cody Funeral Home in Ashland is in charge of arrangements.
